Parse deployment specifications and represent local deployment intents; execution is a separate integration.
Purpose and workflow
parse reads the deploy section of loom.toml into DeploySpec. DeployIntent records the resulting intent. Runtime, resource and network declarations are inputs for a deployment integration; constructing an intent does not execute or authorize a workload.

Loom integrations are pre-1.0. Check the actual adapter and authority path before connecting a production service.
