Signed off-chain repository mandates and revocations; chain settlement is separate.
Purpose and workflow
MandateStore holds off-chain issue/revocation records. sign_issue, verify_issue and evaluate bind issuer, subject, repository, grant and delegation constraints. Load revocations before evaluating. An off-chain mandate is not proof of a settled Sigil transaction.

Loom integrations are pre-1.0. Check the actual adapter and authority path before connecting a production service.
