Loom pull-request flow: PRs and signed approvals stored on top of frozen Weave Lens, gated on the existing signed-merge primitive.
Purpose and workflow
PrStore stores PRs and approvals in a Lens. OpenPayload creates a content-addressed request; ApprovalPayload binds approval to the PR, approver, commit sequence and time. MergePolicy evaluates the configured threshold; verify signatures against the exact proposed head.
